On 28-30 July 2000, a follow-up to the 1999 African World Reparations and Truth Commission Conference is held, again in Accra. During this three-day event, the Accra Declaration is discussed, leading to the publication of the 'Accra Reparations and Repatriation Action Plan'. This plan calls for African nations to stop servicing any debt payments, sets out to assemble an international team of lawyers to pursue the $777 trillion owed, and calls upon the Organization of African Unity (OAU) to allocate four observer seats for Africans living in the Diapora, with the long-term view of reintegrating displaced Africans back into an African nation of their choice.
