In May 2009, the Jamaican government convenes the first National Commission on Reparations (NCR) under the leadership of Professor Barry Chavannnes. Professor Verene Shepherd is appointed as the NCR chair and states that the purpose of the NCR is to 'receive submissions, hear testimonies, evaluate research and undertake public consultations with the aim of guiding a national response to reparation', as well as creating a national education programme. The Commission is forced to close after a year due to financial constraints.
